Resumo
O presente estudo analisa o tempo de resposta policial como indicador de desempenho na segurança pública, com base em uma revisão crítica da literatura recente (2020–2025). Parte-se da compreensão de que, embora utilizado, esse indicador apresenta limitações quando aplicado de forma isolada para mensurar a eficiência policial. O trabalho discute os conceitos de eficiência, eficácia e efetividade, destacando a necessidade de abordagens multidimensionais na avaliação das organizações policiais. A análise evidencia que o tempo de resposta possui aplicabilidade relevante em ocorrências críticas, mas sua relação com a redução da criminalidade e com a percepção de segurança é condicionada a diversos fatores, incluindo variáveis territoriais, operacionais e tecnológicas. Além disso, destaca-se o papel das inovações digitais e da análise de dados na otimização das estratégias de despacho e patrulhamento. No contexto da Polícia Militar do Pará, são consideradas as especificidades da região amazônica, como extensão territorial e desafios logísticos, reforçando a importância da contextualização das métricas. Conclui-se que o tempo de resposta deve ser compreendido como um indicador complementar, integrado a um sistema mais amplo de avaliação, contribuindo para o aprimoramento da gestão e da atuação operacional na segurança pública.
